Artificial Intelligence Implementation Framework

Executive Summary

Artificial Intelligence (AI) is increasingly becoming a fundamental aspect of the educational landscape and our lives overall. Predictive AI is used in many instances on a daily basis to predict behaviors, which can be seen through Alexa or Siri, car navigation, or simply predicting the next word in text messages. In November 2022, ChatGPT introduced generative AI to the general public that allowed end users to input information to generate other content.

Prince George’s County Public Schools embraces machine learning, including AI for staff and students, through a measured approach that combines investigating ways AI can be a productive tool in the classroom and workplace, while maintaining students’ safety through refined privacy policies and practices. As part of our implementation, we will design professional learning for staff to develop a foundational knowledge of AI and review currently-approved digital tools that have now embedded AI for student use in the classroom. Through our approach, we intend to demonstrate how AI tools can aid in creating personalized learning experiences particularly when used intentionally. streamlining administrative tasks, and enhancing student engagement.

Being knowledgeable about the potential applications and implications of generative AI in the classroom will enable educators to utilize these tools safely and effectively, fostering a more adaptive and innovative learning environment.

At the current time, specific AI tools have been opened for staff use, including ChatGPT. We are reviewing AI tools that can be used by students at a later time.

Vision

In our diverse educational setting, we aim to educate all stakeholders on AI’s role in enhancing instruction and productivity, while also addressing potential biases. Our focus is both on ethical AI use and developing opportunities that encourage stakeholders to leverage AI to bridge gaps to build skills which will ultimately prepare a workforce with greater representation and inclusivity in the field.

Core Values

Through the implementation of artificial intelligence in Prince George’s County Public Schools, we are committed to:

  • Safety: Upholding the highest standards of data privacy and security for students and staff who use district-vetted artificial intelligence (AI) applications;
  • Equity: Providing equitable, transformational learning experiences using AI by offering exposure to staff and students, while actively working to identify and combat biases present in AI systems;
  • Innovation: Seeking to become a leader in the ethical and beneficial use of AI in education, we actively form partnerships and consult with experts to tailor ethical but innovative AI solutions that address the unique challenges of our district; and
  • Intentionality: Keeping our goal of educational excellence at the forefront by choosing AI tools with purpose to support and enhance educational outcomes and ensure the accuracy of those outcomes.

Implementation Plan

To realize our vision, our artificial intelligence implementation will focus on the following in alignment with our core values:

  • Engaging multiple stakeholders;
  • Enacting ethical considerations to maintain safety;
  • Building awareness through professional learning; and
  • Exploring strategies for curriculum implementation.

Professional Learning

Understanding AI and its potential implications in the classroom is crucial for our educators. To equip them with the necessary knowledge and skills to help our students navigate this space, professional learning opportunities are essential. To prepare our educators to integrate AI effectively, ethically, and intelligently, we will provide robust professional learning opportunities.

We will:

  1. Provide professional learning sessions to help educators enhance their fluency in AI;
  2. Create an asynchronous course to help educators bolster their skills;
  3. Leverage our partnerships to offer AI courses and workshops;
  4. Keep abreast of the latest developments in the field in order to provide guidance to our PGCPS educators and staff; and
  5. Launch programs such as Innovation Lab and Innovation Mastermind that embrace innovation and creativity, and nurture educational leaders within our district.

By investing in comprehensive training, ongoing learning support, and a scalable rollout, we will empower our staff to integrate AI in their practice confidently. We aim to promote sound AI understanding and development across all levels of our organization and stakeholder community.

Engaging Stakeholders

As we investigate ways in which AI can be productive in the classroom and workplace, we plan to actively engage with stakeholders in our educational community. These stakeholders include students, parents, educators, administrators, Central Office Staff and community partners:

We will:

  1. Host parent forums to provide opportunities to discuss safeguards that should be in place to safely and equitably implement AI with intentionality;
  2. Engage staff and parents in surveys to gather diverse perspectives;
  3. Involve the Technology Advisory Committee to offer guidance on ethical and effective implementation of AI in our district;
  4. Partner with legal advisors to ensure that AI initiatives are in compliance with administrative procedures and data privacy laws;
  5. Collaborate with educators to pinpoint challenges that can be innovatively addressed utilizing AI through initiatives such as the Innovation Lab and Innovation Mastermind; and
  6. Partner with industry experts, such as aiEDU, and research institutions to gather cutting-edge insights and collaborate regarding best practices for implementation,

We place great importance on the voices of our stakeholders, ensuring that their concerns, suggestions, and needs are actively represented in our decision-making processes. While AI has the potential to enhance learning experiences and streamline tasks, it also raises questions regarding privacy, ethics, and how AI can be used to enhance student engagement. We believe the valuable input and insights from our stakeholders will help shape our responsible use of AI throughout the district and provide alignment to our core values.

Ethical Considerations

While integrating AI into our educational systems, we place a strong emphasis on ethical considerations. We believe that ethics are paramount in the use of any tools that will support us in our educational outcomes. The ethical guidelines are grounded in three key pillars: Data Privacy, Inclusion, and Transparency.

We will:

  1. Establish strict guidelines around data collection, storage, and usage;
  2. Work with IT professionals, school administrators, and legal experts to ensure compliance with existing laws and best practices;
  3. Vet and ensure that AI tools serve all demographic groups equally;
  4. Apply strict standards against bias in technology adoption; and
  5. Ensure that the educational community is well-informed about how AI tools operate and affect them.

Through these ethical pillars, we aim to establish a foundation for responsible and effective use of AI in our educational community. We believe these measures will not only protect but also empower our stakeholders, thereby aligning with our core values and objectives.

Curriculum Integration

As we seek to incorporate AI technologies into the learning experience, we will do so strategically at the curriculum level. 

We will:

  1. Collaborate between Central Office administrators and curriculum developers to pinpoint strategies that best support subject area content where AI can enrich instruction and enhance learning;
  2. Explore how AI tools enhance or amplify existing successful instructional strategies such as project-based learning and flipped classroom with a focus on encouraging practical application of knowledge;
  3. Review, identify, and curate AI best practices that have proven effective in a variety of subject areas, with the aim to create a repository that can be accessed and adapted by educators across the district.
  4. Include AI-powered tools that are technically compatible with our existing digital infrastructure for security purposes and enhance the pedagogical goals which amplify academic innovation.
  5. Create instructional guidelines to ensure ethical considerations, including equity and accessibility, as well as long-term sustainability, safety, and usability concerns, related to AI deployment in learning spaces.

Implementation Schedule

The implementation schedule shares a general timeline for our approach to introducing artificial intelligence based on the vision and core values identified within the Framework for Artificial Intelligence Plan for Implementation. This framework and its strategies will be reviewed and updated annually to ensure they stay relevant, effective, and aligned with the latest best practices and ethical standards.

Year 1: 2024-2025

Engaging Stakeholders

  • Communicate the AI implementation framework with stakeholders.
  • Meet with stakeholder groups to share awareness and gather feedback on AI.

Enacting Ethical Considerations

  • Consult with legal experts to gather advice that impacts PK-12 educational environments.
  • Locate, adjust and or create relevant administrative procedures and data privacy laws.
  • Create guidance for stakeholders to evaluate appropriate use of AI tools to include accessibility reviews as required by COMAR.

Building Awareness

  • Engage with internal and external stakeholders to gather best practices for implementation.
  • Host professional learning for stakeholders to build awareness and foundational knowledge about AI.

Exploring Strategies for Work Implementation & Curriculum Integration

  • Engage in professional learning targeting key stakeholders involved with curriculum around AI to create a sense of awareness and familiarity with the emerging technology.
  • Provide space and access for exploratory learning for staff.
  • Align best practices for AI integration in PK-12 settings.

Year 2: 2025-2026

Engaging Stakeholders

  • Conduct follow-up meetings with stakeholders to update on AI implementation progress.

Enacting Ethical Considerations

  • Review administrative procedures and data privacy laws to determine those that should be what should be amended or created.
  • Refine guidance for stakeholders to evaluate appropriate use of AI tools.

Building Awareness

  • Provide ongoing AI training workshops for staff.
  • Engage with stakeholders around creating an innovator microcredential, involving AI.

Exploring Strategies for Work Implementation & Curriculum Integration

  • Central office teams can begin to explore and determine how AI can be utilized to drive outcomes that are suitable for the age, developmental stage, and learning needs of students, ensuring that AI applications are relevant and supportive of their educational growth.
  • Encourage pilot groups to test best practices using existing district-provided digital tools powered by AI technology.

Year 3: 2026-2027

Engaging Stakeholders

  • Host stakeholder focus groups for their perspectives.AI.

Enacting Ethical Considerations

  • Conduct annual audits to ensure ethical considerations are being followed.
  • Revise and update the guidance for educators based on the data collected.
  • Amend APs previously identified to include AI.

Building Awareness

  • Continue to offer professional learning on AI for internal and external stakeholders.
  • Develop innovator microcredential for educators.
  • Calibrate district lens of leadership for strategic and ethical procurement of resources that are powered by AI.

Exploring Strategies for Work Implementation & Curriculum Integration

  • Continue refinement to include AI integration which align to PGCPS best practices from year 2 activities.
  • Create AI resource bank in Canvas and/or Canvas App Marketplace.
  • Continued professional learning to strengthen implementation for PGCPS best practices for teachers, paraprofessionals, related services providers.
