Pupils whose parent(s) or court-appointed guardian(s) is/are not bona fide residents of Prince George's County are considered non-resident pupils. Non-resident pupils may be enrolled in Prince George's County Public Schools if they are residing with a bona fide resident of the county, and request a waiver of tuition on behalf of the pupil. Waivers may be granted on the basis of extenuating circumstances of either financial hardship or home conditions. Please note that it is not necessary to apply for court-appointed guardianship to apply for a tuition waiver.
On May 13, 2003, the Governor signed into law Senate Bill 32—Education—Children in Informal Kinship CareRelationships, to take effect July 1, 2003.
“Informal kinship care” means a living arrangement in which a relative of a child, who is not in the care, custody, or guardianship of the local department of social services, provides for the care and custody of the child due to a serious family hardship. This bill provides for the funding of the education of a child in an informal kinship care relationship due to a serious family hardship.
A child who is a resident of this state may attend a public school in Prince George’s County if the child lives with a relative providing informal kinship care in the county and the relative verifies the informal care relationship through a sworn affidavit.
The affidavit shall be accompanied by supporting documentation of one or more serious family hardships and, where possible, the telephone number and address of any authority who is legally authorized to reveal information which can verify the information in the affidavit.

Once the caretaker completes the form they must submit the form and the required documents to pasb.kinship@pgcps.org
The affidavit, with supporting documentation, must be presented to Pupil Accounting and School Boundaries annually at least 2 weeks prior to the beginning of the school year for each year the child continues to live with the relative because of a serious family hardship. You do not need to physically come to PA&SB for a second interview.
The Superintendent or the Superintendent’s designee may verify the facts given by the relative providing informal kinship care in the affidavit and conduct an audit of the case after the child has been enrolled in the county public school system. If fraud or misrepresentation is discovered during an audit, the CEO shall remove the child from the county public school system roll.
Any person who willfully makes a material misrepresentation in the affidavit shall be subject to a penalty payable to the county for three times the pro rata share of tuition for the time the child fraudulently attends a public school in the county.
