I. Purpose
To provide procedures for implementing the Middle School Athletic Association (MSAA) for Prince George’s County Public Schools (PGCPS).
II. Background
The Prince George’s County Public Schools (PGCPS) Middle School Athletic Association promotes, organizes, and oversees athletic programs for middle schools in PGCPS. Opportunities provided to middle school students are educationally sound and conducted in accordance with sound psychological and physiological principles of early adolescence. Each program must provide experiences in leadership, cooperation, sportsmanship, and competition under prescribed rules for those students who desire to achieve a higher level of skill development.
III. Definitions
- Athletic Director - is the principal of the middle school or the principal’s designee.
- Sports Representative – is the countywide person who represents the Middle School Sports Program for a particular sport. (i.e., boys basketball)
- Protest – a complaint alleging violation of the athletic rules and regulations.
IV. Organization
- All middle schools (charter, academies or other types of middle schools) under the supervision of the Board of Education shall become members of the Middle School Athletic Association (MSAA) and shall be eligible to participate in the sport season immediately following the organization of the school.
- The PGCPS MSAA is composed of principals of member schools, the administrative staff of the Office of Athletics and the sports representatives for each sport offered.
- The PGCPS MSAA shall operate within the framework of the Maryland Public Secondary Schools Athletic Association and the Board of Education policy and reports directly to the Chief Executive Officer or the Chief Executive Officer’s designee, the Coordinating Supervisor of Athletics.
V. Procedures
Middle school administrators, athletic directors, and coaches shall adhere to all rules and regulations outlined in the Prince George’s County Public School Middle School Athletic Handbook (available at: https://www.pgcps.org/offices/athletics/athletics-handbooks) as well as all applicable Administrative Procedures.
VI. Monitoring and Compliance
- It shall be the primary responsibility of the school principal to ensure that all Middle School Athletic Association Rules and PGCPS Administrative Procedures governing athletics are followed.
- Principals must appoint an athletic director to oversee the athletic program. The athletic director shall be a PGCEA Member.
- The athletic director shall review all Middle School Athletic Association Rules and Administrative Procedures with all athletic coaches and game workers prior to the start of the sports season.
- The Coordinating Supervisor of Athletics and/or his/her designee shall conduct seasonal meetings to review rules for NFHS Sports and rules for Corollary Athletics Sports.

IX. Cancellations and Supersedures
This Administrative Procedure cancels and supersedes Administrative Procedure 5158, dated October 2, 2008.
