The Maryland State Department of Education requires that an ELL Plan Committee meeting be held for all ESOL students (kindergarten through grade 12). The ELL Plan Committee determines what accommodations(s) each ESOL student needs for both daily instruction and for testing situations during the school year. Decisions of the ELL Plan Committee are NOT based on the student’s ESOL level, but instead, on classroom observations, class work, and the results of the annual assessment of English proficiency. Accommodations should be offered on a regular basis and should NOT be provided only for testing. ELL Accommodations Documentation (Maryland Accommodations Tool ELL-9A/9B) must be signed by school personnel and offered to the parent for approval of the decisions of the ELL Plan Committee. The ELL Accommodations Documentation is required for the current school year in each ESOL student’s cumulative folder.
The Maryland State Department of Education allows those English language learners who have exited the ESOL program within the last two school years to receive accommodations on state and local assessments. A committee appointed by the principal determines what accommodations(s) each Reclassified-English Language Learner needs for both daily instruction and for testing situations during the school year. Decisions of this committee are based on classroom observations, class work, and the results of the most recent annual assessment of English proficiency. Accommodations should be offered on a regular basis and should NOT be provided only for testing. R-ELL Accommodations Documentation (Maryland Accommodations Tool ELL-9C) must be signed by school personnel and offered to the parent for approval of the decisions of the R-ELL Plan Committee.
